A: I think I answer a version of this one about the orphans every few months. As depicted in Sister Katherine, the orphans of Earth are not under the Kalquorian Empire's jurisdiction. The kids are under the protection of the Galactic Council of Planets. It is in Galactic Council's space where they live, at present. For the first few years, the children have not been available for adoption...the council is holding out hope that family members of these children will be found alive and they can be reunited.
For those confirmed to have no living relatives, a Kalquorian clan, with or without a Matara, could indeed apply to adopt a child...if the empire weren't embroiled in a civil war. It would be an involved process, and at present, not likely to happen with the Basma demanding no Earther blood on Kalquor.
As for a Nobek being a single parent, it has happened. There have been rare occasions in which an unclanned Matara has had a child whose father was a Nobek (Breft of Clan Rajhir was the result of such a liaison). Being raised by a single Nobek did not happen in Breft's case, but there have been times that, for whatever reason, the mother was not available to raise her offspring. It would be an odd situation for Kalquorian society, but as long as the child was healthy and happy, no bigger a deal for a single father on Earth to raise his child.
